20/04/2012 Carrefour areas: A policeman's traffic service was shot Tuesday by unidentified gunmen; 27 year old policeman was shot dead in broad daylight while driving his car in Martissant (southern suburb of Port-au-Prince). Three policemen were murdered in the beginning of this week in Haiti’s capital. This assassination provoked the wrath of his colleagues who threaten to go on strike. Moreover, heavy gunfire was heard Wednesday in the vicinity of radio Caraibes, in Port-au-Prince. According to this radio station, policemen outraged by Walky’s death were behind the shooting because the Member they accused in their colleague’s murder was at radio Caraibes to explain the facts. • This situation caused a traffic jam even at the main road and a great panic among the population of Carrefour, the burning barricades and wrecked cars were erected all along the road of Carrefour by these protesters who, police said, threw stones from time to time. Fuming with anger, the officers fired shots into the air when the first elected from the constituency of Port-au-Prince left the station in an atmosphere very agitated. Since the beginning of 2012, there have been random shootings of civilians in incidents of street robbery. Foreign nationals have also occasionally been caught in the crossfire of gang violence. Demonstrations and protest marches are today a regular occurrence in Port-au-Prince because of the bad political management of the country. -

04/04/12 Haiti is seeing a jump in the number of cholera cases as the Caribbean nation heads into the annual rainy season, a United Nations humanitarian agency said Tuesday. The U.N.’s Office for the Coordination of Humanitarian Affairs said in a monthly bulletin that the new cholera cases were found in the western and northern parts of the country and that Haitian health officials recorded 77 new cases a day for the whole country in early March, when the rains began. Medical teams have been deployed to stem the spread of cholera but their effectiveness has been hampered in part by little coordination and an absence of salaries paid to people working in cholera treatment centers run by Haitian authorities, the U.N. bulletin said. -

03/04/2012 The U.S. Drug Enforcement Administration (DEA) has tried several times to arrest Philippe on drug trafficking charges. The U.S. agency launched two failed raids in 2007 and 2009 – one in the southern city of Les Cayes and the other in the southwestern town of Pestel – using helicopters and other means to try to capture Philippe. He went into hiding, but still has made occasional surprise appearances in public. Philippe’s appearance at the radio station marked the first time his presence was announced in advance. On Thursday in the northern town of Cap-Haitien, he participated in a march organized by former soldiers to request the return of the army. “DEA has no authority to arrest anyone in Haiti. The law says who can arrest who in Haiti. I am no drug dealer. They are only making a plot to assassinate me,” Philippe said. He was cheered by dozens of spectators as he left the radio station and was escorted to his vehicle by former soldiers. Philippe said he would spend the night in the Lamentin Camp, a former military training camp in the capital that is now occupied by several thousand ex-soldiers and their allies. -

03/04/2012 The gunmen in the city. They circulate freely. Hooded and well equipped. This state of affairs, which concern more than one, paradoxically, seems not to disturb the highest authorities of the State. Instead, this issue behind and becomes perhaps a negotiating tool between the presidency and internationally. The latter, bitterly opposed to the remobilization of the army, struggles against President Martelly and others to the dangerposed by these armed men. A real game of hide and seek. Poker liar Martelly. -

03/04/2012 HINCHE, Haiti – Former Rebel Guy Philippe has traveled from a rally in the North to one in the Central Plateau and over the weekend joined a group of remobilized soldiers of the Armed Forces of Haiti (FAdH) in the town of Hinche. According to Vision 2000 the rally in Hinche would have brought men with heavy arms together. Philippe shared their sentiments saying that the Constitution of Haiti requires that the Republic have an army. The former leader of the 2004 coup d’etat against former President Jean-Bertrand Aristide is expect to travel to the South and South East Departments in the coming days. It should be mentioned in the past week the former rebel has sought to make an amends with Aristide defending him from rumors of extradition. Former soldiers of the FAdH seeking pensions as well as young people, both groups seeking occupations in the Haitian army began remobilizing a few months after the inauguration of President Michel Martelly – based on campaign promises made to reinstitute the force. President Martelly established a commission on November 18, 2011 to study the possibilities and methods for establishing a new army in Haiti. The Minister of the Interior and National Defense, Thierry Mayard-Paul has required that the former soldiers stand down and await formal orders to remobilize. -

02/04/12 It isn’t an April Fool’s Day joke. Members of the Haitian medical community are blocking use of cholera vaccine. They believe that use of the vaccine, to prevent thousands of deaths, will see the Haitian peasants neglecting their instruction to wash their hands with soap and water. These hypocrites all live in situations where soap and water is not a problem. Water is an everyday challenge to peasant survival. Just finding enough to drink and cook with is a near impossibility, for many. Water to wash with is often not readily available and soap costs money. This medical stupidity was fostered by President Preval and his Minister of Health, Dr. Larsen. Thousands of Haitians died because the United Nation’s MINUSTAH brought the plague to Haiti. Now the Haitian medical community wants to block what could be a life-saving effort by the world community. Perhaps this is their way to solve the pressing population problem. Kill off a million or so with cholera and there will be fewer mouths to feed. Between the Senate, Chamber of Deputies and the medical community, our peasants will really have to fight for survival. -

02/04/12 Former Rebel Leader, Guy Philippe, emerged recently, March 29, with a few dozen soldiers in the Northern City of Cap-Haitien and spoke on Radio Caraibes saying "the warning I could send is that before long those groups will reach 30,000 men and any general that could emerge as their leader could take over power." "They have weapons, they are trained and if they become a loose army, no one will be able to control them," Philippe added. The demobilized, remobilized soldiers are scattered throughout the country. Some have army fatigues, some are in olive green khakies and t-shirts. Some soldiers hold cards, identifying them as members of the president's "Pink Militia" some hold cards identifying them as paramilitary groups funded by foreign nations. There is a lot of confusion and members of civil society have called for order in controlling the situation. -

02/04/2012 In a statement released this week, Nigel Fisher, the Humanitarian Coordinator of the UN in Haiti, revealed that the call for funds of 382 million U.S. launched in 2011 by the humanitarian community through the Consolidated Appeal Process (CAP) received only 55% of the needs expressed, resulting in the progressive and continuing withdrawal of many partners providing critical services in camps and cholera-affected areas. Currently, the 2012 CAP of US$ 231 million is funded at 8.5%. The Government of Haiti and its humanitarian partners express their deep concern over the lack of financial resources at their disposal for continued humanitarian operations and for sudden onset disaster response. This scarcity of resources is curtailing their ability to fully provide frontline services to the most vulnerable population. -

29/3/2012 At the initiative of the head of armed men in the north, Marcel Daniel, along with individuals in olive green military uniforms, accompanied by former rebel Guy Philippe and Senator Jean-Charles Moise, the remobilized took to the streets with a demonstration that grew to the hundreds and demanded respect for the constitution. Thursday was the 25th anniversary of the framing of the 1987 Constitution of Haiti and gunmen claiming to be members of the former Armed Forces of Haiti, with the support of former rebel leader, Guy Philippe (2004), called for the return of the army, disbanded since 1995. The presence of protesters to respect the constitution and the gunmen caused a scare in the city, particularly near the area of Vertieres where uniformed men wanted to cross the other event which also protested against the return of the army. Shots of arms in the air were probably drawn by the men in olive green, but no casualties had been recorded. Under police protection, the event for the constitution has continued its route ending before the Divisional Delegation where it was joined by Senator Jean-Charles Moise -

29/3/12 Crime figures in Port-au-Prince today have largely returned to pre-earthquake levels. The risk of crime is high and the general security situation unpredictable. 5,000 prisoners, many violent, escaped the National Penitentiary and are still at large and in my opinion the progress in the detention of the suspects persons’ has stopped. Many Haitians carry guns today. The Haitian National Police is both visible and active and supported by MINUSTAH, the UN peacekeeping force. The police are heavily armed, often with pump-action shotguns and automatic weapons. If the situation is fewer alarmists in the Port -au-Prince as in other urban centre of the Caribbean, the Haitian capital has officially reported 60.9 murders per 100,000 populations, the highest rate since 2006 in February. In comparison, the number of homicides in New York was less than 7 per 100,000 residents in 2011, while the city of Oakland, California, was 23 per 100,000 populations. The report also shows that the confidence of the Haitians in their national police dived for the first time since 2007, nearly one respondent in five expressed concern as to the ability and willingness of the police to protect. -

28/3/12 The foreign governments also need confidence in Haiti, which has struggled to provide a stable government. A month after the resignation of Prime Minister Garry Conille over tensions with President Michel Martelly, Haiti remains without a functioning government. A senate commission is expected to present a report Thursday on Martelly’s nominee, Foreign Minister Laurent Lamothe. But observers say things remain unclear as Lamothe faces questions about whether he meets the constitutional requirement to be considered for the job. ?We have seen glimmers of progress in Haiti as governments are partnering with grassroots networks to increase aid oversight and accountability,? Young said. ?The international community must step up to its commitments, and partner with the Haitian people, first and foremost to assure that Haitians currently living in camps and precarious situations have access to decent, sustainable housing and that they are a part of the reconstruction process. Note: The former rebel leader Guy Philippe said he was ready to “go down the streets” to prevent the extradition of the former head of state Jean-Bertrand Aristide that he helped to overthrow by force in 2004. The former soldier, speaking on the airwaves of a private radio station in Port-au-Prince [Radio Kiskeya], stated that no government has the right to come and arrest a former president in his country. “A former head of state shall be respected”, he said. "I am ready to go down the streets to prevent the extradition of Jean-Bertrand Aristide," said the former rebel leader who had taken an active part in the 2004 overthrow of former President. On October 22nd, 2010, the first cholera case in Haiti in nearly a century was confirmed at the Haiti National Public Health Laboratory. After establishing that the cases began in the upper reaches of the Artibonite River, potential sources of contamination that could have initiated the outbreak were investigated. MINUSTAH contracts with an outside contractor to handle human fecal waste. The sanitation conditions at the Mirebalais MINUSTAH camp were not sufficient to prevent fecal contamination of the Meye Tributary System of the Artibonite River. Water in the Meye Tributary System reaches the Artibonite River junction in less than 8 hours, and flows downstream in another 1-2 days to a dam and canal system widely used for irrigation throughout the Artibonite River Delta. Several independent researchers studying genetic material from the bacteria responsible for the outbreak of cholera in Haiti graciously provided their results to us. They used a variety of molecular analysis techniques to examine multiple samples of the bacteria. Their results uniformly indicate that: 1) the outbreak strains in Haiti are genetically identical, indicating a single source for the Haiti outbreak; and, 2) the bacteria is very similar, but not identical, to the South Asian strains of cholera currently circulating in Asia, confirming that the Haitian cholera bacteria did not originate from the native environs of Haiti. -

February 24, 2011 Monday, Fadela Chaib, spokespersons for WHO in Geneva, agreed that the Haitians will be faced an increased risk of transmission of cholera during the carnival season, unless that strict hygiene measures are implemented. What we highlighted in our previous article. "There is a carnival season very soon in Haiti and WHO is working with health authorities to distribute leaflets and health messages. Not because there is a risk of contamination of man to man, but ingestion of contaminated food and water can lead to more cases of cholera" The WHO now says that the access to sanitation and drinking water will be essential during the carnival period to minimize the risk of cholera transmission...
